Anyone can suggest a rule, go to Memverse Rules and post it there.
but it needs the approval of either the King, Court Grammarian, or a Chief Assassin (myself or Noah/Deadpool) before it can be used against a violator. After It has been revised one of them should also edit it into the MV Rule Book.
