If he/she wants to make friends, then why is he/she irritating people? That's walking up to someone and bullying them and hoping to be friends with them. If he/she wants to make friends, let them utilize a regular account and be friendly, not annoying.

That's the only way some people know how to make friends, by teasing.

There was a couple annoying kids like that that I know and I never made an effort to talk to them. After they left our church after a year or two I found out that their parents were having marriage troubles and that they had no friends! I felt terrible afterwards!

First she needs to learn that she can't run away. I don't know how many times she has.

No actually they were kinda mean! Another kid told his brother that he liked me and wouldn't leave me alone forever! So I completely blocked him out and 4 years later he's now doing some really bad things! That was at our old house. The point is, we need to reach out to those people who we least want to reach out too!
