I've spent a little time (laughs at the understatement) researching Tolkien's languages, which also include the languages of men, dwarves, orcs, ents, ar i Valar. From a purely linguistic standpoint, as a matter of fact.
[December 2017: Let the seal be broken, and the (only two) misspellings rectified. The Quenya above translates to, "I have knowledge of the tongues of the elves; they are brilliant constructions of Tolkien, and I know of them without his books! (Though I hear of the brilliance of them also.) I have learned about a large number of constructed languages, and Quenya is the most splendid, and the tongue of the Grey Elves the most beautiful."]

I don't know how accurate that generator is… For one thing, the name is "Generator", rather than "Translator". The names don't look very authentic, either. There is just no way that the name "Nwryan" can fit into any elvish phonology that I know of. (That was their generation for Caleb. But everyone knows that my name is Huon, or Hûon.)
I can't say conclusively, but I'm pretty sure its just making up stuff. (Although if you try the same name twice, you will get the same thing.) Sorry, but that's what I think.

Even that isn't entirely accurate. They even say that they add endings to a lot of the names. In the case of Turwaithion, the ending -ion was added. "Victory-people" is actually translated "Turwaith".
