#1. Just because I feel bad that this is like the THIRD time I've done that tonight. Because half the time we happen to be on at the same time and talk, we're always having to ask for clarification and whatever else on whatever I say! That's why! Nothing else. I gave my reason: She cares about grammar. Otherwise I wouldn't have mentioned it. I often do not.

Also, as she confirmed, I suspected that she had been misinformed concerning the subject, which is very often the case in such instances. Similar to how I recently had to inform our father that a semicolon goes outside the quotation mark, as opposed to periods and commas, which must stay within the quotation mark.

Actually, that is an English/American discrepancy. In England they would put the period outside the quotation marks, unless, of course, there was a whole sentence inside the quotations, like parentheses. In America they put the period inside quotations no matter what. I tend to agree with the English, when it comes to which makes more sense.

I have always thought the rule didn't seem to make much sense. Especially with all of the exceptions to the rule, why not simply always allow the punctuation mark to remain outside of the quotation marks?

Ah, I was unaware of this. It explains the widespread apparent misunderstanding. However, it frustrates me, because it really is very frustrating to me when I see people do it the English way…. I suppose it makes more sense, but it just looks so… wrong..
