It's not so much a weirdly worded phrase as it is a run-on sentence with no punctuation. Or just two complete sentences with no punctuation, if you like. It's meant to be expressed in the way that a person would say it when filled with the excitement it conveys. You would not pause between "WHAT IS GOING ON" and "MY MIND IS BLOWN"; therefore, there is no period or semicolon, even though there ought to be one.
